The residents of Town of Ranlo are hereby informed that the Town intends to apply to the North Carolina Community Development Block Grant (CDBG) program for U.S. Housing and Urban Development (HUD) funds under Title I of the Housing and Community Development Act of 1974, as amended. Infrastructure, economic development, neighborhood revitalization and coronavirus assistance funds are available for projects that benefit low- and moderate- income (LMI) persons, prevent/eliminate slum and blight, or address an urgent need. The Town of Ranlo Board of Commissioners will hold a public hearing on Thursday, September 9, 2021 at 6 PM at Town Hall, 1624 Spencer Mountain Road, Gastonia, NC 28054 and virtually via Facebook.

The Town is requesting up to approximately $2M funds (up to 100% of total project costs) from NC Department of Environmental Quality (DEQ) Division of Water Infrastructure (DWI), with a potential local fund contribution. The project area has a population that is at least 51% LMI, therefore, 100% of the CDBG funds will be used to benefit LMI persons. The proposed project includes replacement of up to approx. 5,600 linear feet of 2” diameter aging galvanized water line with 6” PVC/DIP water line, with gate valves, new fire hydrants, water service reconnections, and related appurtenances. Project area streets to be served may include portions of Booker St, Neely St, Redland Dr, Long Ave, and Branch St, in the areas zoned as residential. Final streets/residential areas to be served will depend on degree of line deterioration based on investigative survey, overlapping the residential areas with the highest concentration of LMI households, calibrated to fit within the available CDBG budget. The project will eliminate deficient water lines, improve water quality, improve system operation and maintenance, and reduce risks to public and environmental health.

The purpose of the public hearing is to explain the CDBG program and allow the residents of the Town an opportunity to express their views concerning community development needs and priorities.
